Mr Quyen - Santiago. Posted 03/11/2026

Mexican distributors can import Santiago ASA/PVC roof tile sheets and matching accessories from Vietnam by the 40 ft container, about 5,000 m of sheet, with colours, profiles and accessories mixed in one load. Production takes about 5 days. The goods ship under HS code 3925.90.00 with a CPTPP proof of origin, because Mexico and Vietnam are both CPTPP members; your agente aduanal confirms the duty rate.

Who is this import guide for?

This guide is for distributors, building-materials stores (casas de materiales, ferreterías) and builders with repeat projects in Mexico who want to buy teja de PVC by the container straight from the factory. Santiago Import Export Co., Ltd makes ASA/PVC roof tile sheets, corrugated sheets and their accessories in Vietnam. It has exported to India since 2023, to Thailand since 2024 and to the USA since 2025. Santiago supplies sheets and accessories and sends installation videos; it does not install roofs, so the distributor or the builder keeps the relationship with the installer.

Does the CPTPP lower the duty on PVC roof tiles from Vietnam?

The CPTPP can lower the duty, because Mexico and Vietnam are both parties to the agreement. Goods that qualify as originating in Vietnam can enter at the rate in Mexico's CPTPP schedule when the importer holds a valid proof of origin. Santiago issues the CPTPP proof of origin with the shipping documents.

What Santiago cannot tell you is the rate on the day your container lands. That depends on the Mexican fracción arancelaria that customs applies to goods under HS 3925.90.00 and on the CPTPP rate in force on that date. Send the HS code, a product description and a sample photo to your agente aduanal before the first order, and ask for the rate in writing. The broker will also confirm that your company is registered in the Padrón de Importadores and tell you whether any labelling rule applies to roofing.

What fits in one 40 ft container?

One 40 ft container holds about 5,000 m of sheet, and that is the minimum order. Colours, profiles and accessories can share the container, so a distributor can open with a range instead of a single colour. The table below shows the arithmetic for one possible first load. It is an example, not a recommended mix; your own customers decide the split.

Line in the containerExample quantityRoof it covers
Tile sheet, red, 2.5 mm1,500 mabout 1,440 m²
Tile sheet, orange, 2.5 mm1,000 mabout 960 m²
Tile sheet, chocolate, 2.5 mm1,000 mabout 960 m²
Tile sheet, dark grey, 2.5 mm1,000 mabout 960 m²
5-wave corrugated sheet, blue, 2.5 mm500 mabout 500 m²
Ridge caps, hip ridges, terminals, eave pieces, ASA capsTo match the four tile coloursSpace agreed in the loading plan

In this example, 4,500 m of tile sheet at 0.96 m cover gives about 4,320 m² of roof, roughly fifty roofs the size of the 84 m² house in our sheet-count example. Accessories take container space, so the final split between sheet and accessories is fixed in the written quotation and the loading plan. Tile sheets are cut in 219 mm steps; agree with Santiago on the stock lengths you will carry before production starts, because a length that suits roofs in Jalisco may not suit roofs in Yucatán.

Which documents come with the shipment?

A Santiago export shipment comes with the trade documents your broker needs plus the quality papers your customers may ask for:

  • Commercial invoice and packing list, with the thickness, length and quantity of each item
  • Bill of lading
  • CPTPP proof of origin
  • Quality certificate (CQ) for every lot
  • A copy of the ISO 9001:2015 certificate ICI-23087.D
  • Quatest test results for the sheet

Ask your broker which of these he needs and in what form before the ship sails, not after it reaches Manzanillo, Lázaro Cárdenas or Veracruz. A missing proof of origin at the port means paying the general rate.

What should a distributor check before the first order?

A distributor should check the product with samples before committing to a container. These are the checks we suggest:

  1. Ask for free samples of the colours you plan to stock; you pay the courier.
  2. Look at the cut edge: four co-extruded layers with no glue, an ASA top layer, virgin PVC, a PVC core and a milky-white PVC base.
  3. Measure the thickness with a caliper; 2.5 mm is the minimum for a roof.
  4. Weigh a piece: a 2.5 mm tile sheet comes to about 5.4 kg per m² of roof.
  5. Hold the colour samples against a wall outdoors, the way your customers will see them.
  6. Read the warranty terms: 10 years for 2.5 mm and thicker, when the roof is installed as Santiago recommends.
  7. Confirm in writing the profile, colour, thickness, lengths, accessories, port and quantity.

What will your installers need from you?

Installers in Mexico who are used to metal sheet need three changes in habit, and the warranty depends on them. Purlins go less than 700 mm apart (440 or 660 mm for the tile sheet, one under each tile step foot). Screws go through the top of the wave over a purlin, in pre-drilled 6 mm holes, never in the valley. The slope stays between 20% and 45%. Pass on Santiago's installation videos with the first delivery and keep the ridge pieces in stock in every colour you sell, because a customer who cannot buy a matching caballete will finish the roof with something else.

How are PVC roof tiles loaded for an export order to Mexico?

Mr Quyen explains in English how Santiago loads orange tile sheets for export. The sheets slide down a ramp from the stack into the container, and workers in Santiago uniforms stack them inside.

Where are the sheets made? A walk through the Santiago factory

Mr Quyen walks through the Santiago factory in Vietnam and explains it in English: roof tiles and ridge pieces in the yard, a green 5-wave sheet coming off the line, a delivery truck, and the warehouses where a container is being loaded.

What ridge caps and fittings can ship with an order to Mexico?

How tough are the sheets that go into the container?

A Santiago delivery truck drives over a blue ASA/PVC tile sheet and a blue corrugated sheet laid on the factory yard in Vietnam. It is a demonstration only; on a roof the sheet still needs purlins less than 700 mm apart.

What does an export order look like before and after installation?

Mr Quyen stands among stacks of brown tile sheets in the Santiago factory, then walks with a colleague along a finished grey tile roof near the gutter. Installers carry a grey tile sheet into place, and the WhatsApp number is shown at the end.
